Repeals and replaces section 195.017, RSMo, regarding the scheduling of controlled substances in Missouri.

Adds new synthetic cannabinoid compounds to Schedule I controlled substances, including those structurally derived from 1H-indol-3-yl-(2,2,3,3-tetramethylcyclopropyl)-methanone and N-adamantyl-1H-indazole-3-carboxamide, with specific examples like UR-144, XLR-11, AM-1248, AB-001, and AKB48.

Expands the definition of synthetic cannabinoids to include additional substitution groups such as 1-(N-methyl-2-pyrrolidinyl)methyl, 1-(N-methyl-3-morpholinyl)methyl, and (tetrahydropyran-4-yl)methyl at the nitrogen atom of the indole ring.

Maintains existing Schedule I, II, III, IV, and V classifications for opiates, hallucinogens, depressants, stimulants, and other controlled substances while adding the new synthetic cannabinoid structures.

Includes penalty provisions for violations, with violations of pseudoephedrine and ephedrine regulations constituting a class A misdemeanor.
