Repeals and re-enacts section 11.010, RSMo, to clarify that the Secretary of State or designated employees may print the official state manual (Blue Book) at state expense.

Prohibits all other state officers, employees, boards, and departments from printing duplications or rearrangements of the manual at state expense.

Creates new section 11.025 allowing the Secretary of State to enter into direct agreements with nonprofit organizations to print and distribute copies of the official manual.

Requires the Secretary of State to provide the nonprofit organization with the electronic version of the official manual for printing purposes.

Authorizes the nonprofit organization to charge a fee for printed copies of the manual to cover production and distribution costs.
