Creates the "Missouri Revolving Information Technology Trust Fund" in the state treasury to hold moneys transferred from state agencies to the Office of Administration for information technology expenses.

Requires the Office of Administration to collect actual costs of IT services, equipment, and software from each state agency program beginning July 1, 2014 and each fiscal year thereafter.

Mandates that the Office of Administration and receiving departments develop an informational services plan prior to each fiscal fiscal year, with itemized statements provided to program managers before fund transfers occur.

Requires Office of Administration approval from managing individuals if service charges exceed the agreed-upon informational services plan by more than 5 percent.

Allows fund moneys to remain at the end of the biennium without reverting to the general revenue fund, with the State Treasurer serving as custodian and investing fund moneys with earned interest credited back to the fund.
