Reduces minimum school term requirement from 1,044 hours to 1,080 hours of actual pupil attendance, effective with changes to related hour thresholds throughout education code sections.

Creates new section 160.047 establishing state recognition criteria for district community involvement programs and requiring the Department of Elementary and Secondary Education to provide performance points for districts offering long-term evaluator training and full-day kindergarten to qualifying students.

Adds $1 million annual funding beginning fiscal year 2014 for evaluator training to support the teacher evaluation process adopted by the state board in 2012.

Requires beginning in 2014-15 school year that parents in certain metropolitan and urban school districts enroll children by age five in public, private, parochial, or parish schools or home school programs; provision sunsets six years unless reauthorized by general assembly.

Modifies criminal background check requirements to include implementation of a real-time information system between the Department of Elementary and Secondary Education and state highway patrol providing latest available criminal history data.
