• Imposes enhanced fines of $200-$1,000 for non-commercial vehicles and $500-$1,500 for commercial vehicles if dislodged snow or ice causes injury or property damage to other vehicles or pedestrians.

• Creates the "Motor Vehicle Snow and Ice Removal Safety Fund" from collected fines to support public awareness campaigns and data collection on snow/ice-related accidents.
