Creates the "MissouriLink Network Coalition" to connect small businesses, entrepreneurs, higher education, and industry to share resources, technology, research and development, and business support services.

Establishes an 11-member board of directors with at least 6 members from the Missouri Small Business and Technology Development Centers (MO SBTDC), serving 2-year terms without compensation.

Requires the coalition to develop an online resource platform connecting members and technical assistance providers, hold a minimum of 2 annual statewide networking and matchmaking events, and develop performance metrics including business startups, job creation, investments, and research collaborations.

Mandates the coalition establish the online resource and hold at least one organizational networking event by the end of 2013.

Requires the board to report to the Missouri House Economic Development Committee every six months on the coalition's progress and activities.
