Repeals section 321.322, RSMo and enacts a new section governing fire protection district responsibilities when property is annexed by a city with population between 2,500 and 65,000

Requires the city to assume fire protection responsibility for annexed areas within 60 days or by January 1st of the third calendar year following annexation, with the fire protection district ceasing tax collection on annexed property

Establishes a declining fee schedule where the city pays the fire protection district percentages of foregone tax revenue over five years: 100% year one, 80% year two, 60% year three, 40% year four, and 20% year five

Allows cities and fire protection districts to negotiate mutually agreeable contracts for property transfer and service arrangements as an alternative to the automatic assumption process

Exempts counties of the first class with charter government and over 900,000 inhabitants, and certain fourth-class cities wholly surrounded by a single fire district from these provisions
