Requires the Department of Transportation to issue emergency utility response permits allowing transport of utility wires, cables, poles, and equipment for repair work immediately following disasters that disrupt utility service.

Permits verbal approval of emergency utility operations under exigent circumstances by the motor carrier compliance supervisor or designated motor carrier services representative.

Allows utility vehicles and equipment operating under emergency permits to be used on state-maintained roads and highways at any time on any day without standard time restrictions.

Requires the Department of Transportation to promulgate rules and regulations for administering the emergency utility response permit program in compliance with chapter 536.

Establishes that the rulemaking authority granted in this section is subject to review, delay of effective date, or disapproval by the general assembly under chapter 536 procedures.
