House Bill 855 Summary

• Prohibits the Missouri Department of Revenue from retaining copies or digital images of source documents presented by applicants for driver's licenses or nondriver's licenses in any format.

• Requires the Department of Revenue to securely destroy all previously obtained source documents by September 11, 2013, making them irretrievable.

• Lowers the minimum age for concealed carry endorsement eligibility from 21 to 19 years old (or 18 if member of or honorably discharged from U.S. Armed Forces).

• Extends the validity period for concealed carry endorsements from 3 years to 5 years from date of issuance or renewal.

• Allows individuals 19 years or older to transport concealed firearms in vehicle passenger compartments without a permit, provided the firearm is lawfully possessed.
