Replaces Missouri's concealed carry endorsement system (valid for 3 years) with a new concealed carry permit system (valid for 3 years) effective February 1, 2014, allowing existing endorsement holders to convert to permits.

Establishes school protection officers: designated teachers/administrators who complete POST commission-approved training, maintain valid concealed carry permits, and are authorized to carry concealed firearms on school property to prevent violent incidents.

Creates new criminal penalties for felons possessing firearms during felony commission: 10 years for possession, 20 years for displaying/brandishing/threatening use, and life imprisonment for discharge.

Allows school protection officer information to be withheld from public records (sunshine requests) and prohibits disclosure of concealed carry permit holder lists to federal government.

Modifies permit application fees: $100 maximum for new permits, $10 maximum for conversions and renewals; maintains existing background check and firearms safety training requirements similar to endorsement system.
