Removes the requirement that drug court defendants be "nonviolent persons" as determined by the prosecuting attorney, allowing broader eligibility for drug court participation.

Allows drug court commissioners to serve in counties other than the county where they are appointed, with agreement from the presiding judge and assignment by the supreme court.

Establishes veterans treatment courts that may be created by circuit courts to handle cases involving substance abuse or mental illness of military veterans or current military personnel.

Requires veterans treatment courts to refer participants to Department of Defense health care, Veterans Administration, or certified community-based treatment programs for substance abuse and mental health treatment.

Permits veterans treatment court participants to have charges, petitions, or penalties dismissed, reduced, or modified upon successful program completion, but limits this benefit to one-time use per participant.
