• Transfers the land survey program from the Department of Natural Resources to the Department of Agriculture, including all powers, duties, functions, and personnel related to public land survey management and land survey commissions.

• Modifies Missouri coordinate system definitions, public land survey corner restoration procedures, and establishes the "Robert E. Myers Building" as the permanent headquarters for the land survey program.

• Creates new revolving services funds and establishes administrative expense limitations (not to exceed 10% of previous year revenue) for the land survey program and related document reproduction services.

• Transfers the Petroleum Storage Tank Insurance Fund board of trustees from the Department of Natural Resources to the Department of Insurance, Financial Institutions and Professional Registration through a type III transfer.

• Adds new provisions for water quality standards, environmental permits coordination, provisional variances, state park stakeholder meetings, and establishes reporting requirements for environmental permit documents to the Joint Committee on Administrative Rules.
