Transfers the land survey program from the Department of Natural Resources to the Department of Agriculture, including all related powers, duties, functions, and the State Land Surveyor position

Establishes a "Department of Natural Resources Revolving Services Fund" and a "Department of Agriculture Revolving Services Fund" for managing revenues from document reproduction and map sales

Modifies permit application requirements for solid waste facilities and hazardous waste operations, including new disclosure statement procedures and background check provisions

Transfers the Petroleum Storage Tank Insurance Fund board from the Department of Natural Resources to the Department of Insurance, Financial Institutions and Professional Registration
