Repeals multiple sections of Missouri law that authorized nonjudicial foreclosure proceedings through power of sale in mortgages and deeds of trust (sections 443.290-443.410 and related provisions).

Requires all foreclosure proceedings to be handled judicially as provided in sections 443.190 to 443.280, effective August 28, 2013.

Eliminates provisions governing trustee sales, notice requirements, continuance of sales, and trustee's deeds in nonjudicial foreclosures.

Removes references to power of sale foreclosure procedures from sections governing sheriffs' duties, common sewer district liens, condominium associations, and other entities previously authorized to conduct nonjudicial sales.

Consolidates foreclosure enforcement into the judicial system, which previously existed as an alternative to nonjudicial power of sale procedures.
