Permits civil lawsuits against the Department of Revenue for unauthorized disclosure, with damages capped at $10,000 plus attorney fees, costs, and injunctive relief

Requires the Department of Revenue to charge only actual processing fees for authorized information requests, not to exceed fees charged for similar requests under chapter 610
