Revises Missouri's sex education requirements to emphasize medically accurate, peer-reviewed curriculum on abstinence, contraception, STI prevention, HPV vaccination, online safety, and decision-making skills, with parental notification and opt-out rights.

Establishes the "Compassionate Assistance for Rape Emergencies (CARE) Act" requiring hospitals and health care facilities to provide sexual assault victims with written and oral information about emergency contraception and to dispense emergency contraception upon request, with penalties up to $5,000 per violation.

Enacts the "Birth Control Protection Act" declaring that Missouri citizens have a protected right to obtain and use safe, effective contraception without government interference or discrimination.

Creates a women's health services program with initial funding of $5 million to reduce unintended pregnancies by providing breast and cervical cancer screening, STI testing, HIV screening, contraception access, infertility treatment, and pregnancy counseling through qualified health providers.

Requires pharmacies to dispense prescribed drugs and contraception without delay under normal procedures, and prohibits pharmacies from intimidating or harassing customers seeking contraception or other lawful prescriptions.
