Requires counties adopting building codes after August 28, 2001 to use a nationally recognized building code from 1999 or later edition, with no conflict permitted with liquefied petroleum gas installations governed by section 323.020.

Increases the liquefied petroleum gas meter testing fee from $10 to $40 per meter effective January 1, 2014, and authorizes the director to set annual testing fees up to $120 per meter starting January 1, 2015 based on actual administrative expenses.

Modifies metrology calibration fee provisions in section 413.225 by changing time computation from one-quarter hour increments and adjusting maximum fee caps for tolerance testing and precision calibration services.

Maintains existing fee schedules for scale testing, device certification, and moisture-measuring device registration while allowing annual adjustments to ensure revenue covers operational costs.
