Imposes a $1 per-unit excise tax on video games rated Teen, Mature, or Adults Only by the Entertainment Software Rating Board, with stamps required to indicate tax payment.

Establishes the Violent Video Game Excise Tax Fund to collect revenue, distributed as follows: 2% to the Department of Revenue for collection costs, 48% to the Department of Mental Health for community outreach and prevention programs, and 50% to the Department of Public Safety for training and law enforcement efforts.

Requires the Department of Revenue director to issue stamps to sellers and promulgate rules for implementing the tax collection process.

Specifies that fund balances do not revert to the general revenue fund at the end of each biennium and any investment earnings are credited back to the fund.

Requires approval by Missouri voters at the November 2014 general election or a special election called by the governor before the tax becomes effective.
