Creates a standardized process for utilities to obtain crossing rights on railroad rights-of-way owned by land management companies (non-rail carriers) in Missouri.

Establishes a one-time standard crossing fee of $750 per crossing plus actual flagging expenses and insurance modification costs, in lieu of all other fees and charges for direct expenses incurred by the land management company.

Grants utilities automatic authorization to commence crossing activities after 30 days from notice, completion of engineering specifications, and payment of the fee, unless special circumstances are claimed.

Requires disputes over "special circumstances" (unique site characteristics, topography, urban location, or requested variances) to be resolved through informal arbitration with a 30-day negotiation period, after which binding arbitration may follow.

Allows utilities to proceed with installation during arbitration if the dispute concerns only compensation, and preserves utilities' right to seek easements through eminent domain.
