Establishes baseline MO HealthNet eligibility requirements including Missouri residency, valid Social Security number, U.S. citizenship or qualified alien status, and pregnancy verification for pregnant women applicants.

Requires the Family Support Division to conduct annual eligibility reviews of all MO HealthNet participants effective January 1, 2014, and mandates applicants provide all required documentation for eligibility determination.

Expands eligibility for pregnant women, children under age 19, CHIP-eligible children, and uninsured women using income standards based on federal poverty levels (133-185%) or 1996 AFDC standards converted to MAGI equivalent.

Creates alternative benefit package for adults ages 19-64 with income at or below 100% of federal poverty level who are not pregnant, not Medicare-enrolled, and not otherwise eligible for mandatory coverage, with full benefits for those deemed medically frail.

Requires Department of Social Services to establish screening process with mental health and health agencies to identify medically frail individuals and to submit state plan amendments to federal authorities to implement the changes.
