Prohibits employers from requiring employees as a condition of employment to join a labor organization, pay union dues, or contribute equivalent amounts to charities as an alternative.

Declares any agreement between labor organizations and employers that violates these employee rights to be unlawful, null, and void.

Establishes violation as a class C misdemeanor and authorizes injured persons to seek injunctive relief and recover damages including attorney fees.

Exempts federal employers, Railway Labor Act employees, federal enclaves, and collective bargaining agreements entered into before the law's effective date, though applies to new agreements or renewals.

Requires voter approval via referendum election on the Tuesday following the first Monday in November 2014 before taking effect.
