Repeals and replaces 18 sections of Missouri liquor control law (RSMo Chapter 311) with 12 new sections relating to the sale of intoxicating liquor.

Enacts the "Business Freedom Act" (section 311.075) prohibiting state or local government from regulating the hours in which persons may sell intoxicating liquor.

Removes specific hour restrictions previously placed in brackets throughout the code, including closing times of 1:30 a.m. to 6:00 a.m. on weekdays and overnight Sunday restrictions.

Maintains existing regulations on distiller and wholesaler financial interests in retail businesses, product displays, advertising materials, equipment provision, and sampling restrictions.

Repeals special permit provisions for extended hours in specific jurisdictions (sections 311.174, 311.176, 311.178, 311.290, and 311.293) that are no longer necessary under unrestricted hour sales.
