Expands the definition of "knife" to exclude knives used for hunting or fishing, whether fixed blade or folding in nature, in addition to the existing exception for ordinary pocketknives with blades no longer than four inches.

Adds a new exception to weapons possession crimes for dealing with a weapon solely as a curio, ornament, or keepsake.

Repeals and replaces sections 571.010 and 571.020 of Missouri Revised Statutes relating to weapons definitions and prohibited conduct.

Maintains existing criminal penalties: class C felony for explosive weapons and certain other prohibited items, and class A misdemeanor for explosive bullets or projectiles.

Preserves existing exemptions for lawful possession by military, law enforcement, government agencies, and for lawful commercial, industrial, museum, and dramatic performance uses.
