Adds individual members of the General Assembly to the definition of "public governmental body" under Missouri's open records and meetings law (section 610.010).

Individual legislators are now subject to the requirements and exceptions that apply to other public governmental bodies regarding open meetings, records, and votes.

Renumbers subsequent subsections in the definition of "public governmental body" to accommodate the new provision for individual General Assembly members.

Applies the state's Sunshine Law (sections 610.010 to 610.030) transparency requirements to the meetings and records of individual legislators.
