Enacts the Education Compact as law, allowing Missouri and other states to regulate education within their respective jurisdictions with congressional consent.

Allows member states to suspend federal education laws, rules, regulations, and orders that conflict with state-adopted policies, while remaining responsible for funding any federal requirements they retain.

Establishes federal mandatory spending for each member state equal to its 2013 base education funding adjusted annually for inflation and population changes under age 25, without conditions on state policy.

Creates the Interstate Advisory Education Commission composed of up to two members per state to study education issues, make non-binding recommendations, and collect performance data while protecting individual student information.

Becomes effective upon adoption by at least two states and congressional consent; member states may withdraw with six months' notice, and amendments require unanimous agreement of member states.
