Establishes the "Rebuild Damaged Infrastructure Program" to fund reconstruction, replacement, renovation, or repair of infrastructure damaged by presidentially declared natural disasters, including transportation, communication, sewage, water, electric systems, and public school buildings.

Creates the "Rebuild Damaged Infrastructure Fund" in the state treasury, with $15 million in transfers from existing state funds on July 1, 2013: $10 million from the Insurance Dedicated Fund and $1 million from the Department of Revenue Information Fund.

Authorizes the Health and Educational Facilities Authority to transfer $4 million of its assets to the Rebuild Damaged Infrastructure Fund.

Provides sales tax exemptions for purchases by nongovernmental disaster relief agencies and for sales made where payment is being made by such agencies as part of disaster relief services.

Exempts certain nongovernmental agencies congressionally mandated to provide disaster relief from transient guest taxes; fund expires June 30, 2014 with remaining moneys reverting to the general revenue fund.
