Allows arbitration board members considering school district boundary changes to be excluded if they are current or retired school administrators.

Defines "significant difference in travel time" for pupil transportation hardship purposes as a difference of 45 minutes or more per trip.

Creates new hardship assignment provisions for pupils in specific counties and municipalities, requiring students to live at least 17 miles from their home district's attendance center with a receiving district school at least 7 miles closer.

Requires hardship assignments to be processed in order of application receipt and to continue until the pupil completes their course of study or the parent withdraws them.

Establishes eligibility criteria for hardship transfers, including prior enrollment in a home district public school or payment of nonresident tuition at another district.
