Establishes the "Missouri Science, Technology, Engineering and Mathematics Initiative" within the Department of Higher Education to award matching funds to public institutions of higher education.

Creates a dedicated "Science, Technology, Engineering and Mathematics Fund" to support endowed teaching professorships, scholarships for STEM students, youth experiential programs, and career enhancement programs for teachers.

Allows taxpayers hiring STEM-majoring students for qualifying internships to redirect up to $5,000 of their state tax liability to the STEM fund instead of the general revenue fund.

Requires internships to be located in Missouri, last at least 12 weeks, and consist of at least 15 hours of work per week to qualify for the tax credit.

Caps the cumulative annual amount of redirected taxes at $50,000 from all participating taxpayers, with third-party donations not counting toward this limit.
