Requires that RU-486 (mifepristone) or any drug or chemical used to induce abortion must be administered in the same room and physical presence of the prescribing physician.

Mandates physicians inducing abortion make reasonable efforts to ensure patients return 12-18 days after drug administration for a follow-up visit to confirm pregnancy termination and assess medical condition.

Allows Advanced Practice Registered Nurses (APRNs) to provide services outside geographic proximity requirements when using telehealth with a collaborating physician in rural health professional shortage areas.

Requires telehealth providers to obtain patient consent before initiating services and ensure confidentiality of medical information.

Directs state boards of registration for healing arts and nursing to jointly promulgate rules governing telehealth practice by January 1, 2014, with the program set to sunset six years after enactment unless reauthorized.
