Establishes eligibility criteria for MO HealthNet requiring Missouri residency, valid Social Security number, U.S. citizenship or qualified alien status, and pregnancy verification for pregnant women applicants, effective January 1, 2014.

Requires annual eligibility reviews of all MO HealthNet participants and mandates applicants provide all required information and documentation for eligibility determination per 42 CFR Section 435.907.

Expands coverage to nine eligible groups including families, pregnant women, children under age 19, CHIP-eligible children, and uninsured women, with income thresholds ranging from July 16, 1996 AFDC standards to 185% of federal poverty level depending on the category.

Creates alternative benefit package for adults ages 19-64 with household income at or below 100% of federal poverty level who are not otherwise eligible for MO HealthNet, with full benefits available only for those classified as "medically frail."

Requires the Department of Social Services to establish a screening process with the Department of Mental Health and Department of Health and Senior Services to identify medically frail individuals and to submit necessary state plan amendments and waivers to federal agencies for implementation.
