Establishes official state codes effective January 1, 2014, including the 2005 NFPA 70 National Electrical Code and 2006 versions of International Building, Residential, Fire, Plumbing, Mechanical, Fuel Gas, and Property Maintenance Codes.

Creates a nine-member State Code Commission appointed by the governor with senate confirmation, composed of building officials, fire marshals, engineers, architects, home builders, inspectors, and tradespeople to review and maintain state codes.

Requires jurisdictions to remain no more than one code version behind official state codes and allows fire protection districts adopting codes to use versions no more than one behind the official codes.

Allows jurisdictions to adopt codes by reference and permits them to adopt equivalent or higher standards than state codes or make amendments in their own jurisdiction.

Exempts agricultural buildings from all official state codes and establishes a State Code Fund to support inspector registration, training, and code administration.
