Expands the definition of household members whose income must be considered when determining public assistance eligibility to include all relatives, household members, and individuals age 21 and older living in the home.

Changes "aid to families with dependent children" terminology to "temporary assistance for needy families" and requires recipients age 16 and older to participate in work activities in accordance with federal regulations.

Removes provisions requiring the Division of Family Services to refer individuals to the U.S. Secretary of Labor for work programs and replaces them with requirements to participate in work activities per federal regulations.

Adds a new requirement that the MO HealthNet division screen all recipients to determine HIPP program eligibility and require participation if determined cost effective.

Clarifies that provisions in the temporary assistance for needy families section are subject to compliance with all applicable federal laws and rules regarding this program.
