Repeals section 64.725 and enacts new sections 64.003 and 64.725 regarding county planning and zoning commissions.

Requires all members of county planning, zoning, and planning and zoning commissions to be elected after August 28, 2013, with previously appointed members continuing to serve until successors are qualified and elected.

Establishes that voters in each township of the unincorporated county area elect one member from their township to the commission at the first regularly scheduled countywide election after August 28, 2013.

Sets elected member terms at four years with staggered terms, where one-half of first-elected members (or one-half plus one if uneven) serve two-year terms and remaining members serve four-year terms.

Allows county commissions to create temporary planning commissions to develop master plans before voter adoption elections, with temporary commissioners serving without compensation but receiving reimbursement for actual and necessary expenses.
