Establishes mandatory eligibility criteria for MO HealthNet coverage including Missouri residency, valid Social Security number, U.S. citizenship or qualified alien status, and pregnancy verification for pregnant women, effective January 1, 2014.

Requires annual eligibility reviews of all MO HealthNet participants and mandates applicants provide all required information and documentation for eligibility determination under federal regulations.

Expands coverage to include individuals age 19-64 with household income at or below 100% of federal poverty level who are not pregnant, not enrolled in Medicare, and not otherwise eligible for mandatory MO HealthNet coverage.

Creates alternative minimum benefit package for non-medically frail individuals under the expanded coverage group, while medically frail individuals receive full benefits; establishes screening process with Department of Mental Health and Department of Health and Senior Services to identify medically frail status.

Authorizes Department of Social Services to provide premium subsidies and cost supports for eligible individuals to enroll in employer-provided health plans and requires submission of state plan amendments and waivers to federal Centers for Medicare and Medicaid Services.
