Effective January 1, 2014, establishes baseline MO HealthNet eligibility requirements including Missouri residency, valid Social Security number, U.S. citizenship or qualified alien status, and pregnancy verification for pregnant women.

Requires annual eligibility reviews of all MO HealthNet participants and mandates that applications include all required information and documentation per federal regulations.

Extends MO HealthNet coverage to pregnant women, children under 19, CHIP-eligible children, and uninsured women using income standards based on July 16, 1996 AFDC levels and federal poverty level thresholds converted to modified adjusted gross income (MAGI) equivalents.

Creates alternative benefit package for adults ages 19-64 with household income at or below 100% of federal poverty level who are not pregnant and not eligible for Medicare, with full benefits available only to those determined medically frail.

Requires Department of Social Services to establish screening process with Department of Mental Health and Department of Health and Senior Services to identify medically frail individuals and to submit necessary state plan amendments and waivers to federal government.
