Establishes eligibility criteria for MO HealthNet coverage effective January 1, 2014, requiring individuals to be Missouri residents with valid Social Security numbers, U.S. citizens or qualified aliens, and meet documentation requirements.

Requires annual eligibility reviews for all MO HealthNet participants and mandates submission of applications with all required documentation per 42 CFR Section 435.907.

Expands coverage to include families, pregnant women, children under age 19, CHIP-eligible children, and uninsured women using income standards based on federal poverty levels and 1996 AFDC income thresholds converted to modified adjusted gross income (MAGI).

Creates an alternative minimum benefits package for non-pregnant adults aged 19-64 with household income at or below 100 percent of federal poverty level, except those determined to be "medically frail" who receive full coverage.

Establishes a screening process to identify "medically frail" individuals with serious emotional disturbances, disabling mental disorders, substance use disorders, serious medical conditions, or physical/mental disabilities affecting daily living activities.
