Prohibits employers from requiring employees to join or refrain from joining labor organizations as a condition of employment.

Prohibits employers from requiring employees to pay dues, fees, assessments, or charges to labor organizations, or to pay equivalent amounts to charities as an alternative.

Declares any agreements between labor organizations and employers that violate these provisions null and void.

Establishes violation as a class C misdemeanor and allows injured persons to seek injunctive relief and recover damages including attorney fees.

Exempts federal employees, Railway Labor Act-covered employees, federal enclaves, and collective bargaining agreements entered before the effective date, but applies to all new or renewed agreements.
