Establishes eligibility requirements for MO HealthNet coverage effective January 1, 2014, including Missouri residency, valid Social Security number, U.S. citizenship or qualified alien status, and pregnancy verification for pregnant women applicants.

Requires annual eligibility reviews for all MO HealthNet participants and mandates applicants provide all required information and documentation for eligibility determination.

Expands MO HealthNet coverage to pregnant women, children under age 19, CHIP-eligible children, and uninsured women, with income eligibility standards ranging from 100% to 185% of federal poverty level depending on category.

Creates an alternative benefit package for non-elderly adults aged 19-64 with household income at or below 100% of federal poverty level who are not otherwise eligible for mandatory coverage, with full benefits available only to those deemed "medically frail."

Requires the Department of Social Services to establish a screening process with mental health and senior services departments to identify medically frail individuals and to submit necessary state plan amendments and waivers to federal authorities.
