Establishes eligibility criteria for MO HealthNet coverage requiring Missouri residency, valid Social Security number, U.S. citizenship or qualified alien status, and pregnancy verification when applicable, effective January 1, 2014.

Requires annual eligibility reviews for all MO HealthNet participants and mandates applicants provide all required information and documentation for eligibility determination.

Expands coverage to include pregnant women, children under age 19, CHIP-eligible children, and uninsured women using modified adjusted gross income (MAGI) and federal poverty level-based income standards converted from prior AFDC standards.

Creates alternative minimum benefit package for non-medically frail adults ages 19-64 with household income at or below 100% of federal poverty level, with exemption for medically frail individuals who receive full benefits.

Requires Department of Social Services to establish screening process with Department of Mental Health and Department of Health and Senior Services to identify medically frail individuals and provide premium subsidies for employer-provided health plan enrollment.
