Establishes eligibility criteria for MO HealthNet coverage effective January 1, 2014, requiring Missouri residency, valid Social Security number, U.S. citizenship or qualified alien status, and pregnancy verification where applicable.

Requires the Family Support Division to conduct annual eligibility reviews of all MO HealthNet participants and verify all required information and documentation for applications under 42 CFR regulations.

Expands MO HealthNet eligibility to include pregnant women, children under 19, CHIP-eligible children, uninsured women, and individuals ages 19-64 with household income at or below 100% of federal poverty level using modified adjusted gross income (MAGI) calculations.

Provides alternative minimum benefit packages for non-medically frail individuals meeting the new eligibility standards, while medically frail individuals receive full coverage; allows the department to provide premium subsidies for enrollment in employer-provided health plans.

Requires the Department of Social Services to establish screening processes with the Department of Mental Health and Department of Health and Senior Services to identify medically frail individuals and submit necessary state plan amendments to federal authorities.
