Establishes baseline MO HealthNet eligibility requirements including Missouri residency, valid Social Security number, U.S. citizenship or qualified alien status, and pregnancy verification for pregnant women applicants, effective January 1, 2014.

Requires the family support division to conduct annual eligibility reviews of all MO HealthNet participants and mandates applicants provide all required documentation and information necessary for eligibility determination.

Expands eligibility to include pregnant women, children under 19, CHIP-eligible children, and uninsured women using income standards based on July 16, 1996 AFDC levels or 133-185 percent of federal poverty level converted to modified adjusted gross income (MAGI) equivalent standards.

Creates alternative MO HealthNet coverage for non-pregnant adults aged 19-64 with household income at or below 100 percent of federal poverty level, with limited benefit packages unless classified as medically frail.

Requires the department of social services to establish a screening process with the departments of mental health and health and senior services to identify medically frail individuals who qualify for full MO HealthNet benefits.
