HB 958 Summary

• Establishes eligibility criteria for MO HealthNet coverage requiring Missouri residency, valid Social Security number, U.S. citizenship or qualified alien status, and verification of pregnancy for pregnant women applicants.

• Mandates annual eligibility reviews of all MO HealthNet participants effective January 1, 2014, and requires applicants to provide all required information and documentation for eligibility determinations.

• Makes eligible for MO HealthNet coverage as of January 1, 2014: families, pregnant women, children under age 19, CHIP-eligible children, uninsured women, and transitional/extended MO HealthNet participants, with income standards based on federal poverty levels or AFDC standards.

• Creates an alternative minimum benefits package for adults ages 19-64 with household income at or below 100 percent of federal poverty level who are not otherwise eligible for mandatory coverage, except those classified as medically frail who receive full benefits.

• Requires the Department of Social Services to establish a screening process with the Department of Mental Health and Department of Health and Senior Services to determine if individuals qualify as medically frail.
