Establishes MO HealthNet eligibility requirements effective January 1, 2014, including Missouri residency, valid Social Security number, U.S. citizenship or qualified alien status, and pregnancy verification for pregnant women.

Requires annual eligibility reviews of all MO HealthNet participants and mandates submission of applications with all required documentation in accordance with federal regulations.

Expands eligibility to individuals aged 19-64 with household income at or below 100% of federal poverty level, excluding those entitled to Medicare, already eligible for MO HealthNet, or pregnant.

Provides alternative minimum benefits package for non-medically frail individuals under the expanded eligibility, while medically frail individuals receive full MO HealthNet coverage including mental health, substance use, and disability services.

Requires the Department of Social Services to establish a screening process with the Department of Mental Health and Department of Health and Senior Services to identify medically frail individuals and provide premium subsidies for employer-provided health plans where cost-effective.
