Establishes eligibility criteria for MO HealthNet requiring Missouri residency, valid Social Security number, U.S. citizenship or qualified alien status, and verification of pregnancy for pregnant women applicants.

Requires annual eligibility reviews of all MO HealthNet participants effective January 1, 2014, with applications submitted according to federal requirements in 42 CFR Section 435.907.

Expands MO HealthNet coverage effective January 1, 2014, to include pregnant women, children under age 19, CHIP-eligible children, and uninsured women with income eligibility standards based on federal poverty levels or prior AFDC standards converted to MAGI equivalents.

Creates alternative minimum benefits package for adults ages 19-64 with household income at or below 100% of federal poverty level who are not pregnant, not on Medicare, and not otherwise eligible for mandatory coverage; exempts medically frail individuals from benefit limitations.

Authorizes the Department of Social Services to establish screening processes for medically frail designations and submit necessary state plan amendments and waivers to federal Centers for Medicare and Medicaid Services.
