Requires annual eligibility reviews for all MO HealthNet participants and mandates applicants provide all required information and documentation necessary for eligibility determination.

Expands coverage to include families, pregnant women, children under age 19, CHIP-eligible children, and uninsured women under specified income standards ranging from 133% to 185% of federal poverty level depending on eligibility category.

Creates an alternative benefit package for non-medically frail adults ages 19-64 with household income at or below 100% of federal poverty level, while medically frail individuals receive full coverage.

Requires the Department of Social Services to establish a screening process with the Department of Mental Health and Department of Health and Senior Services to identify medically frail individuals and submit necessary state plan amendments to federal authorities.
