Establishes MO HealthNet eligibility requirements effective January 1, 2014, including Missouri residency, valid Social Security number, U.S. citizenship or qualified alien status, and pregnancy verification for pregnant women applicants.

Requires annual eligibility reviews for all MO HealthNet participants and mandates applicants provide all required information and documentation per federal regulations 42 CFR Section 435.907.

Expands coverage to include families, pregnant women, children under 19, CHIP-eligible children, and uninsured women, with income limits ranging from the July 16, 1996 AFDC standard to 185 percent of federal poverty level depending on eligibility category.

Creates alternative benefit package for adults ages 19-64 with household income at or below 100 percent of federal poverty level who are not otherwise eligible, except medically frail individuals receive full coverage under current law standards.

Requires screening process with departments of Mental Health and Health and Senior Services to identify medically frail individuals, and authorizes department to provide premium subsidies and cost supports for employer-provided health plans.
