Increases penalties for operating a motor vehicle without financial responsibility, with first violation fined no less than $300, second violation fined no less than $600, and third or subsequent violation subject to up to 15 days jail and/or fine up to $1,000.

Modifies suspension reinstatement fees from $120 (first offense), $200 (second offense), and $400 (multiple offenses) to $120, $300, and $500 respectively, with lookback period for prior violations changed from 2 years to 3 years.

Changes the proof of insurance requirement reestablishment period to require an uninterrupted 2-year period from the date of reapplication, with any lapse requiring a new 2-year period to begin, rather than allowing partial periods.

Increases penalty for willfully failing to return a suspended license or registration from maximum $500 fine or 30 days imprisonment to minimum $500 fine and minimum 15 days imprisonment.

Raises penalties for general violations of the chapter from maximum $500 fine or 90 days imprisonment to minimum $500 fine or up to 90 days imprisonment.
