Establishes baseline MO HealthNet eligibility requirements including Missouri residency, valid Social Security number, U.S. citizenship or qualified alien status, and pregnancy verification for pregnant women applicants.

Requires annual eligibility reviews of all MO HealthNet participants and mandates applicants provide all required documentation and information for eligibility determination effective January 1, 2014.

Establishes income eligibility standards for covered groups using July 16, 1996 AFDC income standards converted to MAGI equivalent for families, and 133-185% of federal poverty level converted to MAGI for pregnant women, children, and uninsured women.

Creates eligibility for adults aged 19-64 with household income at or below 100% of federal poverty level to receive an alternative minimum benefits package, except those meeting "medically frail" criteria who receive full coverage.

Requires the Department of Social Services to establish a screening process with the Department of Mental Health and Department of Health and Senior Services to identify "medically frail" individuals with serious emotional disturbances, mental disorders, substance use disorders, complex medical conditions, or physical/mental disabilities.
