HB 98 Summary

• Repeals Missouri's prevailing wage law (sections 290.210-290.340) which required workers on public works projects to be paid prevailing hourly wages determined by the Department of Labor and Industrial Relations.

• Establishes new section 290.342 stating that except for federally-funded projects and services provided to the federal government, no person in Missouri shall be paid a prevailing hourly wage.

• Repeals 34 existing statutory sections related to prevailing wage requirements across multiple areas including construction management services, township compensation, subdivision improvements, educational institution facilities, and contractor licensing.

• Modifies section 8.683 to remove language requiring construction workers on public works to meet prevailing wage obligations under the repealed sections.

• Removes prevailing wage requirements from various public contracts including utility commissions (section 393.715), St. Louis state hospital construction (section 630.546), and motorcycle/ATV franchisor compensation determinations (sections 407.828 and 407.1047).
