Requires the clerk of the governing body establishing a neighborhood improvement district to record a document with the county recorder of deeds prior to any assessment being levied or lien imposed after August 28, 2013.

The recorded document must identify all current owners of real property within the district as grantors and the governing body or responsible officials as grantees, indexed according to state recording requirements.

The recorded document must include either a metes and bounds legal description of the entire district or individual legal descriptions of each lot or parcel within the district.

The recorded document must contain the identifying number of the resolution or ordinance creating the neighborhood improvement district, or include a copy of such resolution or ordinance.

Applies to neighborhood improvement districts created under either voter approval procedures or property owner petition procedures, with certain grandfathering provisions for districts organized prior to August 28, 1994.
